Silicon Valley's First Hard Drive Was Built by a Company Born in Upstate New York
IBM was founded June 16, 1911 as the Computing-Tabulating-Recording Company in Endicott, New York, and was renamed IBM in 1924. When IBM needed West Coast wartime manufacturing capacity, it built a plant in San Jose -- what the Center for Land Use Interpretation calls "one of the early computing seeds planted in Silicon Valley." In 1956, IBM's San Jose lab shipped the IBM 350, the first commercial hard disk drive. Rochester built the next foundational layer: Xerox, born there as the Haloid Company, funded the Palo Alto Research Center starting in 1970, where researchers built the Alto (the first GUI personal computer), Ethernet, and the laser printer -- technology Steve Jobs saw on a December 1979 visit that directly shaped the Macintosh. Seventy years after IBM's San Jose plant opened, the region that built both companies' founding factories is the site of the largest single manufacturing investment in New York State history: Micron broke ground in January 2026 on a $100 billion memory-chip megafab in Clay, NY, backed by $6.165 billion in federal CHIPS Act funding and $5.5 billion more from New York's Green CHIPS program, projected to create 50,000 jobs. GlobalFoundries' Fab 8 in Malta -- global headquarters, 3,000 employees, over $10 billion already invested -- is expanding on a $1.5 billion federal grant finalized in November 2024. Rochester's Institute of Optics, founded in 1929 by a joint Kodak and Bausch & Lomb grant, is the direct ancestor of AIM Photonics, the Department of Defense's $600 million photonics manufacturing institute. And Griffiss International Airport in Rome anchors one of just seven FAA-designated drone test sites in the country, running a 50-mile beyond-visual-line-of-sight corridor to Syracuse.

Start with where IBM actually came from, not where people assume it has always been. On June 16, 1911, financier Charles Flint merged four companies -- the Tabulating Machine Company, Computing Scale Company, International Time Recording Company, and Bundy Manufacturing -- into the Computing-Tabulating-Recording Company, headquartered in Endicott, New York.[1] CTR was renamed International Business Machines in 1924, and Endicott stayed the company's operational core for decades, eventually employing more than 20,000 engineers, programmers, and support staff.[1]

When IBM needed wartime manufacturing capacity, it built west, and that plant became more than a branch office. IBM opened a manufacturing plant in San Jose, California during World War II to support Pacific-theater production -- by the Center for Land Use Interpretation's own account of the region's history, "one of the early computing seeds planted in Silicon Valley."[2] The site did not stay a branch plant. In 1954, IBM engineer Reynold Johnson assembled a team there to solve mass data storage, and in June 1956 that team shipped the IBM 350 -- the first commercial hard disk drive, the core of the IBM 305 RAMAC system.[3] The industry Silicon Valley is now shorthand for -- storing, retrieving, and moving data at scale -- started in a lab built by a company whose headquarters, at the time, was still upstate.

Rochester built the next foundational layer, and it wasn't a chip -- it was the modern computer interface itself. Xerox was born in Rochester as the Haloid Company, built its identity there on the xerographic copier, and funded the Palo Alto Research Center starting July 1, 1970 -- a lab Xerox's own PARC history describes as a "3,000-mile distance from Xerox headquarters in Rochester, New York."[4] PARC built the Alto, the first personal computer with a graphical interface; the laser printer; and Ethernet, the networking standard still running most of the world's local networks.[4] In December 1979, Steve Jobs and a team of Apple engineers toured PARC after Xerox's venture arm traded the visit for $1 million in pre-IPO Apple stock -- and what Jobs saw on the Alto's screen went directly into the Macintosh.[5] A company that made its name in Rochester funded the single lab most directly responsible for what a personal computer looks like today.

Seventy years after IBM's San Jose plant opened, the region that built both companies' founding factories is getting the largest single manufacturing investment in New York State history -- and this one isn't IBM's or Xerox's. Micron broke ground in January 2026 on a memory-chip megafab in Clay, NY, just outside Syracuse, planning up to $100 billion in investment over more than 20 years across as many as four fabs.[6] The federal government is covering a real share of it: the CHIPS and Science Act awarded Micron up to $6.165 billion nationally, with $4.6 billion of that tied specifically to the first two New York fabs, and New York State layered on another $5.5 billion of its own through the Green CHIPS program.[7] The state projects the build creates 50,000 jobs in Onondaga County.[7]

Ninety minutes east, GlobalFoundries has already been running this exact playbook for over a decade. GlobalFoundries' Fab 8 campus in Malta and Stillwater is the company's global headquarters and employs roughly 3,000 people, on more than $10 billion already spent on the site.[8] On November 20, 2024, the federal government finalized a $1.5 billion CHIPS Act grant toward a $13 billion, ten-year expansion spanning Malta and GlobalFoundries' sister site in Essex Junction, Vermont -- funding a second Malta fab expected to triple the campus's capacity and add more than 1,500 manufacturing jobs, on top of over $550 million GlobalFoundries has separately drawn from New York's own Green CHIPS program.[9]

The same mechanism this site has already found twice, run through two more companies Lockheed's missile plant built Silicon Valley's first real-estate footprint through Stanford's own industrial park; MIT's Lincoln Laboratory built Route 128 through federal defense research funneled into private firms. IBM's Endicott-to-San Jose expansion and Xerox's Rochester-to-Palo-Alto funding of PARC are the same move, run a decade apart -- a technical anchor, seeded by one region, spun into a whole industry somewhere else. Upstate New York's current chip investment is that mechanism running in reverse: the federal money is landing back where the anchor companies started. Rochester's optics history is even older than IBM's or Xerox's, and it explains why "photonics" sits in the middle of this region's name today. In September 1929, a grant from Eastman Kodak and Bausch & Lomb established the Institute of Optics at the University of Rochester -- the country's first academic program built specifically to train optical scientists and engineers, founded one month before the 1929 stock market crash.[10] That lineage is the direct ancestor of AIM Photonics, the Department of Defense's Manufacturing Innovation Institute for integrated photonics, established in 2014 with $600 million in combined funding, $130 million of which went specifically into Rochester's Test, Assembly, and Packaging facility.[11]

The third leg of the region's current tagline is newer, and it runs on the same federal-test-site model. Griffiss International Airport in Rome, NY anchors one of just seven FAA-designated UAS test sites in the country, run by the nonprofit NUAIR across a 50-mile beyond-visual-line-of-sight corridor connecting Rome to Syracuse -- authority the FAA extended in 2026 through a "Charlie Waiver" enabling scaled commercial drone operations.[12] None of it is running on outside capital alone. 43North, the Buffalo-based accelerator, has put $5 million a year into early-stage companies since 2014, and Excell Partners in Rochester was founded in 2005 in direct partnership with the University of Rochester -- funding the same optics-and-hardware pipeline the Institute of Optics started training people for a century ago.

None of this new investment is landing on empty ground -- it's landing on a workforce IBM itself helped build. Thomas J. Watson, IBM's founding chairman, donated the land in Endicott that became Triple Cities College in 1946, later Harpur College, then Binghamton University -- whose engineering school is now named the Thomas J. Watson College of Engineering and Applied Science in his honor.[13] IBM, GE, Kodak, and Xerox collectively spent a century training the engineers, technicians, and toolmakers this region now has on hand, and the new chipmakers are running the identical playbook on purpose: Micron has built direct partnerships with Syracuse University and Onondaga Community College, and SUNY Polytechnic Institute launched a federally backed Career Opportunity Hub at Albany NanoTech specifically to train the workforce GlobalFoundries and Micron both need.[14] The companies changed. The region's actual export -- a trained technical workforce -- never stopped.

Upstate New York is not an overlooked region waiting for its first tech story. It already wrote Silicon Valley's first two -- the disk drive and the desktop -- then kept building the physical layer, from optics through chips and drones, while the software era took the headlines somewhere else. The $100 billion currently pouring into Clay, NY is a bet that the hardware layer matters again, made by a state and a federal government that both know exactly which region already knows how to build it.

The region did not seed Silicon Valley once and fade -- it is currently being paid to build the hardware layer again.
