The lived complaint from residents living behind Data Center Alley's newest facilities isn't displacement -- nobody was forced to move. It's that a facility sited next to an existing neighborhood runs industrial cooling equipment loud enough that residents are barricading windows with mattresses, in a county whose own noise ordinance wasn't built to catch what they're actually hearing. Multiple studies find no clear average effect on nearby home values -- but that average is exactly what can make one specific, painful case disappear from the data. The same concerns are now driving moratorium bills in at least a dozen states.

The houses came first. That's the detail that gets lost in most coverage of Data Center Alley's newest wave of facilities, sited directly behind existing suburban neighborhoods in Loudoun County, Virginia -- nobody was displaced, nobody was forced to move. What changed is what it's like to stay. Loudoun's own noise ordinance caps industrial sound at 55 decibels measured at a residential property line. Data-center cooling towers, chillers, and generators typically run at 75 to 85 decibels measured up close -- comparable to a vacuum cleaner or heavy traffic -- and low-frequency mechanical hum travels and penetrates walls in ways the ordinance's own measurement standard wasn't built to catch.[1]

The noise is real, measured, and not new to county officials

At a Vantage Data Center complex in Sterling -- the first facility in Loudoun to bypass the traditional power grid entirely, running eight natural gas turbines around the clock to generate its own electricity -- neighboring residents have reported sealing windows with mattresses and plexiglass against a persistent high-pitched whine. Loudoun County officials have been publicly discussing mitigation options as complaints have grown.[2] The core regulatory problem residents describe: the ordinance's decibel threshold doesn't account for the tonal, narrow-band hum and low-frequency vibration many find most distressing -- a facility can be loud enough to disrupt sleep and daily life while still testing as compliant on paper.[3]

Not displacement -- a different, harder-to-remedy harm. Eviction has a legal shape: a person is forced out, and there's a clear before and after. What residents living behind a new data center describe doesn't have that shape at all. Nobody is forced to leave; what erodes is what staying is actually worth and what it's actually like -- and the second half of that, what it's actually like, is the part that's real and not seriously in dispute: constant, measured noise, with no clean legal trigger to stop it. The home-value half is genuinely harder to pin down in the data, for reasons the next section explains -- but that difficulty is a limit of what sale-price data can see, not evidence the underlying harm isn't real.

What the home-value studies actually show, and what "on average" can erase

Multiple independent studies complicate rather than confirm the home-value-decline intuition. A George Mason University analysis of Northern Virginia specifically -- the exact region Loudoun sits in -- found no statistically significant negative effect of data-center proximity on home sale prices; prices generally declined as distance from a data center increased, not the reverse. A separate Indiana-focused study found home values within 1.5 miles of data centers grew 42% over the study period, with no systemic negative effect detected.[4]

The caveat matters as much as the finding. These are average effects measured across a wide radius, several were funded by industry-adjacent research groups, and "on average" is carrying real weight: one home sitting directly behind a facility's cooling equipment can be genuinely, painfully affected while that single case disappears entirely once averaged against hundreds of unaffected homes a mile or more away. The studies aren't wrong about the average. They're simply not built to see the specific house the average is computed across -- which is exactly the house at the center of Loudoun's complaint.

There's a more basic reason the studies come back this way, too: sale-price data can only measure a home that actually sells. A homeowner living behind a data center's cooling equipment who can't find a buyer willing to live with what they're living with -- or who'd have to sell at a real loss -- has every reason not to sell at all. If that's what's happening, the harm shows up as a home that never gets listed, not as a lower number on the sales that do go through. A dataset built entirely from completed transactions structurally cannot see the household that stayed. That's not a hypothetical caveat -- it's the more likely explanation for why studies keep finding nothing, in a market where selling and moving is itself the thing the harm makes harder to do.

This is no longer a Virginia-only story

At least a dozen in-session states have filed data-center moratorium bills this cycle, tracked as of March 2026: Georgia's HB 1012 would bar new construction permits until March 2027; Maryland's HB 120 would block new data centers until the legislature addresses power co-location; Michigan and Minnesota, New Hampshire, and New York (S9144) have each filed their own statewide pause proposals, with New York's directing its Public Service Commission to study electricity and gas-rate impacts specifically.[5] Oklahoma's SB 1488, filed by state Sen. Kendal Sacchieri, would have paused new construction until November 2029 while the state's Corporation Commission studied three specific concerns within a three-mile radius of any proposed site: water supply, utility rates, and property values -- the same property-value question Northern Virginia's own data can't cleanly settle, named explicitly as a subject worth studying rather than assumed either way. The bill never got a committee vote and died at Oklahoma's sine-die adjournment in May 2026, but the concerns it named are the same ones recurring, state after state.[6]

Why does this matter? Virginia itself already considered 61 bills to restrict data centers this cycle, the sharpest concentration anywhere, in the state that hosts more of them than anywhere on Earth.[7] What's happening in Loudoun isn't a single county's local grievance -- it's the specific, lived version of a concern now showing up in state legislatures from Georgia to Michigan to New York, each one reaching for the same blunt tool, a moratorium. The home-value question may never resolve cleanly in a sales dataset, for the reason above. The human suffering is not actually in question at all -- real, measured noise, in a real neighborhood, that a county's own ordinance wasn't built to catch, borne by people who were there before any of this arrived. That's the part of this story that doesn't need a price signal to be true. The houses were there first. Whatever comes next, that's the fact everything else in this story sits on top of.

The takeaway Who's on the lever Nobody, cleanly -- that's the actual finding worth naming. No single company, regulator, or resident holds enough leverage alone to settle this. A county ordinance wasn't written to measure the specific low-frequency hum residents describe. Home-value studies built from sale-price data structurally can't see the household that never listed -- which is most likely most of the households actually affected. What isn't ambiguous is the noise itself, real and measured, borne by people who lived there first. State legislatures are reaching for the bluntest tool available, a moratorium, precisely because no more targeted lever exists yet -- Oklahoma's own bill proposed the actual study that could have produced one, and never got the vote to run it.
