In March 1943, the U.S. Army Corps of Engineers began construction on the Hanford Engineer Works along the Columbia River — a top-secret plutonium production complex for the Manhattan Project. Before it, Richland was home to a few hundred people. The Army built a whole new "government city" from scratch to house the operation: permanent housing for 17,500 people at Richland, temporary quarters for over 45,000 construction workers nearby, and a peak construction workforce of 51,000, including roughly 15,000 segregated Black workers who helped build it. Plutonium produced at Hanford's reactors went into the first atomic test at Alamogordo and the bomb dropped on Nagasaki.[1]
The urgency that built Richland in under two years didn't end when the war did. In 1965, the Atomic Energy Commission split Hanford's research arm into its own institution — the Pacific Northwest Laboratory, renamed the Pacific Northwest National Laboratory in 1995. PNNL now employs more than 6,000 people in Richland, working on chemistry, earth sciences, data science, energy storage, and national security — a research capacity that outlived the wartime mission that created the town around it by eight decades.[2]
What PNNL built next is easy to miss because it doesn't look like a nuclear-site legacy at all. In 2004, the Department of Homeland Security chartered PNNL to lead the National Visualization and Analytics Center, and the center's 2005 research agenda, "Illuminating the Path," is the document credited with formally defining visual analytics as its own scientific discipline — the interactive, visual approach to reasoning over large datasets that now underpins tools across intelligence, business, and science. PNNL has kept building in that direction since: immersive VR and AR tools for STEM education, scientific visualization, and training, including an award-winning VR app modeling how the internet moves data.[3] The same lab that grew out of a wartime production complex ended up naming, decades later, one of the fields modern computing now runs on.
The bill for what the war effort left behind is the largest environmental cleanup in the world. Fifty-six million gallons of radioactive and chemical waste still sit in underground tanks, some leaking, most dating to World War II. The Department of Energy's current estimate to finish the job runs from $363.7 billion to $578.5 billion and 60 to 75 more years — on top of the $65 billion already spent since the end of the Cold War. Congress funded the cleanup at a record $3.2 billion for fiscal year 2026, and DOE's own projections say that figure needs to climb past $8 billion a year by the early 2060s just to hit the low end of the estimate.[4]
Richland is the same convergence as Hoover Dam and Piketon, run in both directions at once. The place, the capacity, and the talent all still converge there — the Army willed a city and a production complex into existence in eighteen months, and the same site now demands a multi-generational act of will just to close the loop it opened. The talent didn't leave when the mission changed; PNNL is proof the capacity a wartime emergency built can outlast the emergency by generations. But convergence cuts both ways: what a state or a nation chooses to build fast, it can end up owning slowly, for a very long time.
The same convergence, twice more. Richland is the version where the old mission never fully closed — the cleanup is still open, and still being willed, eighty years later.
