China's Ulanqab Hub Generates 848 Million Kilowatt-Hours a Year to Skip the Grid Queue Entirely. Twelve U.S. States Introduced Bills in 2026 to Slow Their Own Data Centers Down -- On Purpose.
China's Ulanqab hub generates 848 million kWh a year specifically to skip the multi-year US-style grid interconnection queue, while at least twelve U.S. states introduced data-center moratorium bills in 2026 and Texas froze a 474-gigawatt ERCOT queue for audit. The two trends are not symmetric -- one is a physical bottleneck, the other is mostly a deliberate policy choice -- but both are real and both are accelerating.

One AI data-center campus in Ulanqab, Inner Mongolia generates 848 million kilowatt-hours of its own power a year, engineered specifically so it never has to wait for a public utility's permission to turn on.[1] In the United States this year, at least twelve state legislatures introduced bills to make data centers wait longer, pay more, or not get built at all -- Virginia alone carried 46 of 61 restriction bills into its 2027 session after passing 15 in 2026.[2] Both of those facts are true, on the same planet, in the same year. They are not, however, the same kind of fact.

This outlet has already covered both halves of this separately. Ulanqab now hosts 56 data centers running roughly 9% of China's entire national AI computing capacity, including a DeepSeek facility built on a "source-grid-load-storage" model that pairs on-site wind, solar, and battery storage with AI-managed balancing.[3] It was built that way because the median US data-center project now waits close to five years just to connect to the grid, seven in the PJM territory that serves the largest AI campus filings.[4] On the American side, Virginia's 2026 session -- the state with the densest concentration of data centers on Earth -- produced real, binding restrictions: a Tier IV emissions floor on backup generators, a rule forcing large power users to cover the cost of the capacity their own growth requires, and a provision letting utilities delay service to any customer over 90 megawatts.[2] Loudoun County layered a 55-decibel noise ordinance on top of that against cooling equipment that runs at 75 to 85. National polling now puts local opposition to new data centers at 61% to 75% of Americans, rising fast and running bipartisan.[5]

What's moved since March: twelve states, a Texas governor, and a ballot measure

Georgia's HB 1012, which would have barred counties and cities from issuing any data-center construction permit, died in committee in 2026 -- a reminder that not every restriction bill filed becomes a restriction law.[6] Maine's legislature passed a 20-megawatt moratorium bill, LD 307, in April 2026; Governor Janet Mills vetoed it before it took effect. As of the current count, at least twelve state legislatures have introduced data-center moratorium bills this year, and voters in fourteen separate jurisdictions are now pursuing local or statewide ballot measures on top of that -- a track no state had actually landed on until April 2026, when the first one took effect.[7]

Texas did something categorically bigger than a bill. On August 3, 2026, Governor Greg Abbott ordered a full audit of every data center in ERCOT's interconnection queue before any of them could proceed -- freezing the state's entire "Batch Zero" transmission planning process in the same move. The number behind that order is the real story: ERCOT was sitting on roughly 474 gigawatts of connection requests, about 90% of it from data centers, more than five times the state's own peak electricity demand.[8] Ohio moved on a different lever entirely. Governor Mike DeWine paused all new data-center sales-tax exemption requests on May 27, 2026, after the existing exemption came in at roughly $1.6 billion in lost state revenue -- more than eleven times what had been projected, up from $555 million just the year before.[9] Underneath that, Ohio's municipalities kept moving on their own timeline: Westlake passed a unanimous six-month moratorium, Miamisburg passed a nine-month one on September 1, 2026, and a citizen-driven constitutional amendment to prohibit data centers over 25 megawatts is now positioned for the November 3, 2026 ballot.[10][11][12] On that same September 1, Mendocino County, California's supervisors voted 5-0 for an emergency ordinance barring new data centers in unincorporated county land -- a reminder this is no longer only an East Coast or Sun Belt story.[13]

This is not a clean symmetric race, and forcing it into one erases the more honest story. Ulanqab's constraint was a genuine physical bottleneck -- the grid literally could not connect new capacity fast enough, so Chinese developers built around it. A meaningful share of the American restriction wave is a different category of thing entirely: a deliberate policy choice, made by elected officials and voters responding to noise, water draw, land use, and rate pressure that a five-year interconnection queue has nothing to do with. Loudoun's decibel ordinance and Mendocino's emergency ban aren't grid math -- they're a community deciding it doesn't want to run this race the way it's currently being run, even when the power and the permits are both available. But Texas's August audit complicates the clean version of that split: ERCOT's own queue, at 474 gigawatts, is arguably the same kind of physical bottleneck Ulanqab was built to route around -- Abbott didn't invent a constraint, he froze the state's response to one that was already real. Some of what looks like American "restriction" is opposition choosing friction the grid didn't require. Some of it is the grid itself finally forcing the choice.

The trajectories are still real, even with the nuance held

None of that distinction erases the plain fact underneath it: China's flagship AI hub and America's most AI-dense state are moving in opposite directions on the same underlying question, at the same time, and the gap is widening rather than narrowing. Ulanqab's whole design premise is removing human and regulatory decision points from the critical path -- generate the power on-site, skip the queue, skip the permitting fight, skip the county commission vote entirely. Twelve state legislatures, a Texas governor, an Ohio governor, at least five Ohio municipalities, a Northern California county, and ongoing campaigns in Philadelphia and Bucks County all moved in 2026 to insert more decision points into that same critical path, not fewer -- some forced by physics, more of them chosen.[7] A reader can hold both truths without picking a winner: the U.S. is not simply losing a race it might, in real places, be choosing to run differently -- and that choice still has a cost, measured the same way China's grid queue is measured, in gigawatts and years.

Why does this matter? Export controls and chip scarcity are the lever most coverage of the US-China AI race reaches for first. This comparison names a second lever operating on both sides at once, in opposite directions: how much friction each country is willing to tolerate between "we want to build this" and "it's generating tokens." China's answer, in Ulanqab, is to engineer the friction out at the physical layer. America's answer, across twelve states and a fast-growing list of counties and cities, is not one answer at all -- it's a live argument, still being decided seat by seat, between the places that want the jobs and the tax base and the places that have decided the noise, the water, and the rate increases aren't worth it. Both are real. Neither is finished. And the piece of that argument still open -- which cost each community decides it's actually willing to pay -- is the one no interconnection queue or chip export rule will settle for them.

Addendum: the deeper distinction is who gets a veto, not just why the friction exists

The Georgia, Maine, Ohio, and Mendocino County cases above are not just examples of "the US moving slower." They're examples of a structural feature Ulanqab's approach never has to contend with: in the United States, a local government -- a county board, a city council, a state legislature -- has real, enforceable power to say no to a specific project, in a specific place, over the objections of the companies and the state officials who want it built. Westlake, Ohio's council voted a moratorium in unanimously. Mendocino County's board passed an emergency ordinance 5-0. Maine's legislature passed a moratorium bill outright, and it took a governor's veto to stop it -- meaning the elected body closest to the decision wanted to block it and very nearly did.

China's "East Data, West Compute" initiative that routed this exact industry toward Inner Mongolia in the first place does not run through a comparable local veto. Ulanqab did not get a vote on whether to become a national computing hub the way Loudoun County gets a vote on a permit, or Westlake gets a vote on a moratorium. That is not a claim about which system produces better outcomes -- Texas's own ERCOT queue shows the US can hit the identical physical grid constraint Ulanqab was built to route around, regardless of local politics. It is a claim about where the friction is allowed to come from. In the US, some of it is imposed by the same kind of local, elected, reversible decision that decides a noise ordinance or a zoning variance. In China's buildout, that category of friction is not part of the process at all.

Addendum, September 14, 2026: a federal version of the same restriction wave, built on a different foundation

Every restriction catalogued above -- Virginia's rate rules, Loudoun's noise ordinance, Ohio's tax-exemption pause, Mendocino's emergency ban -- is state or local, and nearly all of it traces back to a physical or fiscal constraint close to the ground. A federal bill introduced March 25, 2026 by Sen. Bernie Sanders and Rep. Alexandria Ocasio-Cortez, S.4214, goes further than any of them: a nationwide, no-sunset-date freeze on new AI data-center construction, lifting only once Congress passes federal AI safety, worker-protection, and civil-rights legislation.[14] Unlike the cases above, this one is not about grid queues or decibel levels -- it is a federal, AI-safety-and-labor-motivated objection, introduced into a Republican-controlled Congress where it has, as of this writing, seen no committee vote.[15] A fuller treatment, including a direct antitrust counter-argument to the industry's own request for legal cover from former FTC Chair Lina Khan, is at "Bernie Sanders and AOC Introduced a Bill to Freeze Every New AI Data Center in the Country Until Congress Regulates AI.
