Puerto Rico built one of the world's largest pharmaceutical and medical-device manufacturing bases starting in the 1970s, driven by tax incentives that have since changed — but the manufacturing know-how stayed after the incentives did, on an island most people don't think of as U.S. industrial territory at all.
